Request to raise a question in Parliament on behalf of GDS Employees

Sub:- Request to raise a question in Parliament on behalf of GDS Employees -reg.

In the Department of Posts nearly 3 Lakh Gramin Dak Sevaks were engaged and working for 4 to 5 hours. This is a unique category only in Department of Posts under
Central Government.

My union wish to raise the questions to the Ministry of Communications & IT through Hon'ble Member of Parliament which will help for Government and also employees.

1. Is GDS employees working under India Post are facilitated the following schemes which are being extended to the common man/unorganized sector by the both Central and State Governments.

A) EPF/ESI/other welfare schemes for unorganized sector

B) Medical facilities/Housing Schemes/Fee reimbursement for children education
provided by the respective State Governments and Central Government to common man.

If not so please state reasons?

2. Please state reasons for restricting the maximum working hours as 5 hours for GDS in India Post as per engagement rules 2011?

A) Why so many schemes are introduced in India Post which will increased the working hours of GDS employees above 5 hours.

B) Is there any proposal for regularization of GDS who are working more than 5 hours?

C) As the Government Is controlling the unorganized/private sectors through Ministry of Labour for the service/welfare conditions
are being considering for GDS? If not so please state reasons?

D) Is GDS Conduct and Engagement rules 2011 are Statutory? Is valid as per our Indian Constitution? If not so state reasons?

3.Though GDS annual income is below the prescribed limit for the welfare schemes extending by the concerned State Governments, GDS are not getting any prescribed benefits of State and Central Government by treating them as Central Government
employees when all the GDS were engaged on contractual basis in the Department of Posts.

Is there any proposal/ Action from Communication Ministryto bring all GDS employees under the purview of State / Central Government welfare schemes.

Hence we request you sir kindly raise the above issues in the Parliament for the welfare of employees and also to safeguard the public exchequer.
